This section provides general information for current and potential homeowners at PGA West. The following section includes important numbers to keep handy, dates and times of trash pickup, where to get window decals and other information. Also contained on this page are copies of the bylaws, rules and regulations, architectural packages, the budget and residential newsletter.

Association Management

PGA West Residential Association, Inc.

The office telephone number is (760) 771-1234. This number is answered 24 hours a day and may be used for any Association matters. A staff person is always on call for emergencies. Non- emergency calls will be returned on the following business day should an answer be appropriate.

Trash Pickup

Until further notice, trash will be picked up 6 days a week, Monday through Saturday. Please place your containers on the curb before 6:00 A.M. on Mondays and no later than 1:00 P.M. the rest of the week. Empty boxes must be flattened and tied. Regulation containers, up to 33 gallons, as well as plastic bags, are acceptable on Mondays. Please use plastic bags the rest of the week. Boxes MAY NOT be used as containers. All "move-in containers" must be broken up and flattened. Should you not be home to bring in the containers on Mondays, please use only plastic bags.

Recycling

For those residents on the recycling program, please place your containers curbside before 6:00 A.M. on Mondays and be sure to remove the containers from the curb by no later than 6:00 P.M. the same day. To establish recycling service, please call Waste Management Inc. at (760) 340-2113.

Pest Control

The Association has contracted for monthly exterior pest control service. Interior service is available at a special rate which is paid directly to the contractor by the homeowner. Saturday service is available for weekenders. Information regarding interior service may be obtained from the Association by calling (760) 771- 1234.

Insurance

The Association maintains fire, liability and earthquake insurance coverage for the common area. As the owner of your unit, you are responsible to insure the interior of your unit, and any items or fixtures contained within the unit. You should arrange for coverage of your personal effects and casualty coverage inside your unit including all improvements and upgrades. In addition, you should arrange for liability coverage. Please contact your individual carrier for such insurance.

Any exterior improvements made by individual homeowners may necessitate an upgrade of the homeowner's personal liability insurance. You are encouraged to contact your personal insurance agent to determine if your insurance requirements are adequate.

Auto Windshield Decals

Decals for all Associations are to be obtained from the Monarch Group at (760) 776-5100.

Gate Procedures

Gate personnel will advise people entering with expired decals that they must obtain a new one from the Master Association management office.

Utility companies, community services (trash, street sweeping, etc.), Federal Express and UPS, will be admitted without prior homeowner authorization.

Emergency vehicles (police, fire, paramedics) will be allowed entry without delay.

Homeowners must leave the name of anyone coming to their home with the gate personnel. This would include family members not living in the home, visitors, guests, renters, deliveries, maintenance people, private contractors, etc.

The gate can be provided with a "permanent" list of people who are routinely at a home: family members, housekeepers, window cleaners, pest control companies, pool maintenance companies, etc.

Patrol Procedures

The Association currently has one 24-hour patrol. During the hours of darkness, the patrols cover all residential areas.

Alarm System

As in most living environments, it is the homeowner's responsibility to ensure the activation and operation of the alarm system in each individual living unit.

Neither the Associations nor their Managing Agents are responsible for loss or damage of personal property of the homeowners or their tenants or guests.

Architectural

Architectural Control

An Architectural Review Committee has been appointed to consider proposals for improvements or changes to the exterior of your unit. No changes may be made without prior written approval! Such changes must conform to the 1997 architectural standards and custom home design specifications adopted by the Board of Directors. Your CC&Rs cover this requirement. Please call your Association if you are considering any changes. We will do our best to help you comply with all requirements. A special form for requesting changes is available for your use from your Association office.

Outside Contractor Work

Please inform any outside contractor who is doing work for you to immediately clean up any debris (dirt, cement, trash, etc.) which is placed in the common area or street. It is the owner's responsibility to "police" these outside people and clean up after work is done. Any damage caused to common property, or any clean up performed by the H.O.A. will be charged to the homeowner.

Weekend Contractors Beware!

Lest you find yourself in trouble with the Building Department, your neighbors and your Homeowners' Association, you should not undertake any changes in your unit. Addition of therapy pools to courtyards require building permits and, even if permitted by the Building Department, prior written approval must be obtained from the Architectural Review Committee. We urge you to make a complete investigation into these matters before making changes or additions
to your units. They could be very costly.

Signs

Approved FOR SALE signs, OPEN HOUSE signs and two alarm company signs (one in the back and one in the front of the unit) are the only signs allowed. For Sale and Open House signs are to be no larger than 18" x 24" with dark brown lettering on a light beige background. These may only be placed in the center of the garage door, about 30 inches from the top. Only one sign per unit is allowed. No signs are permitted in windows or displayed from the rear of the unit.

Requests for additional signage, such as name signs, changes to existing house numerals, etc., must be approved in writing by the Architectural Review Committee.

No signs are permitted in or on any vehicle, including, but not limited to golf carts, parked in any common area or limited common area.

All signs other than those approved by the Architectural Review Committee or these rules will be removed without prior notification. It is the homeowner's responsibility to inform his/her realtor and alarm company of the above outlined rules and regulations. All sign violations will be assessed to the homeowner.

Landscaping

The beautifully designed grounds have been "CREATED" for PGA WEST. A great amount of effort is required to keep it beautiful. Please submit a Service Order Request form to your Association office should you observe a routine landscaping problem in the Common Area. If you are new to the desert, please bear with us during the month of October! This is when we begin the task of planting winter rye grass. Turf areas will be brown for a couple of weeks while the new seed is germinating. At the same time, we will be removing summer color plants (even through they may still be blooming) and planting new stock for winter color.

Outdoor lights or plant watering systems may not be installed or connected to the Association meters without written approval of the Architectural Committee.

The landscaping and lighting within the community is designed for your enjoyment. Abuse or alteration is not permitted.

Private Patios, Courtyards, Balconies and Sidewalks

Most private areas enclosed by a "privacy wall" or "enclosed courtyard" are considered COMMON AREA and will be maintained by the Association. You do have some options regarding the privacy of this area. With prior written permission of the Architectural & Landscape Committees, you may rekey the lock on your courtyard. If this is done, you will then be responsible for maintaining all landscaping inside your yard. Also, bear in mind that no changes or additions may be made to the courtyard landscaping without prior written approval of the Architectural & Landscape Committees!

Please remember that patios, courtyards, and balconies are not storage areas.

All sidewalks, entrances and stairways are to be kept unobstructed and are to be used for the purpose of ingress and egress to and from your home only.

Other than for temporary daylight hour repairs or construction, electrical cords may not extend from a homeowner's unit into the common area.

Street Sweeping and Gutter Drainage

Community streets are currently cleaned at least four times a month starting early in the A.M. When vehicles are parked curbside, gutters cannot be cleaned, thus causing a buildup of debris which restricts the natural flow of curbside drainage.

Landscape and General Maintenance Problems

Landscape and maintenance problems can be addressed by submitting a Service Order Request form to the Association office. Service Order Request forms may be obtained at the Stadium and Palmer gates and the Association management office and returned there also.
