Mike Fry called the meeting to order at 2:00 PM in the PGA WEST Residential Association Customer Service Center Meeting Room.
Approve & Waive Reading of Minutes – Board of Directors’ Meeting of 1/24/08 - Ed Cleveland made a motion to approve and waive the reading of the minutes from the Board of Directors’ Meeting of 1/24/08. Seconded by Richard Moore; passed unanimously.
Approve & Waive Reading of Minutes – Executive Session of 1/24/08 – Carl Brooks made a motion to approve and waive the reading of the minutes from the Executive Session of 1/24/08. Seconded by Richard Moore; passed unanimously.
Approve & Waive Reading of Minutes – Special Meeting of 3/8/08 – Richard Moore made a motion to approve and waive the reading of the minutes from the Special Meeting of 3/8/08. Seconded by Nancy Aprile; passed unanimously.

Approve & Waive Reading of Minutes – Special Meeting of 3/27/08 – Richard Moore made a motion to approve and waive the reading of the minutes from the Special Meeting of 3/27/08. Seconded by Nancy Aprile; passed unanimously.
A. Request to approve shutting off heaters in every other pool one month early due to the gas bill being $37,000 over budget. Richard Sparks made a motion to shut off half of the pool heaters on May 1, as opposed to our usual shut off date of June 1. Seconded by Carl Brooks; passed unanimously.
OLD BUSINESS
Update Water Efficient Landscape Guidelines – Mike Fry called for a motion that would authorize Management to engage the services of a Landscape Architect and/or a Landscape Contractor to prepare a proposal to install water efficient landscape prototypes at four or five locations within the Association. Richard Sparks responded by suggesting that instead of subjecting the Association to the expense of hiring outside experts, that Bill Bobbitt, Landscape Manager, be charged with the task of planning and overseeing the installation of four or five water efficient prototypes. The motion was seconded by Carl Brooks. A brief discussion ensued wherein Bill Bobbitt was consulted regarding the feasibility of him being able to fulfill the request presented in the motion. Bill affirmed that he is willing and able to coordinate the effort. The motion was modified as follows, Bill Bobbitt, Landscape Manager, is hereby authorized to expend up to $25,000 to install water efficient prototype landscaping in up to five locations within PGA WEST Residential Association, Inc. Seconded by Carl Brooks; passed unanimously.
Rescind vote to Withhold Payment to the Master Association for Delinquent Homeowners -
Mike Fry briefed the Board regarding the need to rescind a prior vote to withhold payment to the Master Association for delinquent owners because the practice would be in conflict with the Master Association CC&Rs. Richard Moore made a motion to rescind the vote to withhold payment to the Master Association for delinquent homeowners. Seconded by Carl Brooks; passed unanimously.
2008 Reserve Painting Bids - Mike Fry stated we invited four painting contractors to provide bids to perform the 2008 Reserve Painting. All four contractors attended a pre-bid meeting and were supplied the same set of specifications. One contractor failed to bid, one contractor submitted his bid after the stated deadline; therefore the Board has two viable bids to consider. Springs Painting submitted a proposal in the amount of $368,739 and MC Painting and Construction submitted a proposal in the amount of $340,200. Management stated that both companies have worked successfully for the Association in the past. Carl Brooks made a motion to approve the MC Painting and Construction proposal in the amount of $340,200. Seconded by Ed Cleveland; passed unanimously.
Reserve Study 2009 - Kelly McGalliard presented the proposal from SCT Reserve Consultants to perform the 2009 Reserve Study. In accordance with Civil Code requirements PGA WEST Residential Association is in need of a Level III financial update to its reserve study. Richard Moore made a motion to approve SCT Reserve Consultants proposal to provide a Level III Reserve Study for a fee of $2,500. Seconded by Ed Cleveland; passed unanimously. `
Carl Brooks made a motion to adjourn the meeting at 2:55 PM. Seconded by Ed Cleveland; passed unanimously.
EXECUTIVE SESSION
An Executive Session was conducted immediately following the Board of Directors’ Meeting with the Board of Directors’ and Operations Manager. Legal issues were discussed.
